CUNY Sets Ambitious Goal to Boost Graduation Rates by 5% by 2030 Amidst Ongoing Disparities

CUNY aims to increase graduation rates across its campuses by five percentage points by 2030 through various strategic initiatives. During a hearing on November 24, 2025, officials outlined their commitment to potentially rectify longstanding disparities and improve overall student success.

Currently, CUNY’s overall graduation rates remain below national averages, with approximately 57.9% for full-time, first-time students seeking bachelor’s degrees. Data revealed that Hispanic and Black students graduated at notable lower rates—50.7% and 45%, respectively—indicating a pressing need for targeted interventions. CUNY has recognized that many students, especially those from underrepresented communities, confront unique challenges that hinder their ability to complete degrees (Source: https://youtu.be/G4ZDjjP62vQ&t=24117).

To boost these rates, CUNY is implementing a multifaceted approach. Key strategies involve the continuation and scaling of successful programs such as the Accelerated Study in Associate Programs (ASAP) and the Apple Core initiative, which provides students with comprehensive support systems, including academic advising and financial assistance (Source: https://youtu.be/G4ZDjjP62vQ&t=3966). ASAP, in particular, has demonstrated remarkable success, doubling timely graduation rates for part-time associate degree students (Source: https://youtu.be/jL5JTRTS8IU&t=2450).

Officials adjusted their original strategic goals to reflect a more measured approach, aiming for a gradual yet consistent improvement—a one percentage point increase each year over the next five years. This method takes into account the impact of the COVID-19 pandemic on previous cohorts’ educational trajectories (Source: https://youtu.be/G4ZDjjP62vQ&t=3722). They noted that expectations must be realistic, particularly as they’ve experienced fluctuations in student retention and completion rates.

Additionally, innovative programs such as the CUSP (Completion of Upper Division Students Program) use data analytics to pinpoint at-risk students and provide tailored support. The preliminary outcomes suggest a substantial rise in graduation rates among identified students (Source: https://youtu.be/G4ZDjjP62vQ&t=1838). Furthermore, CUNY plans to leverage philanthropic partnerships to secure $6 to $8 million annually, bolstering resources available for these initiatives (Source: https://youtu.be/G4ZDjjP62vQ&t=1751).

The focus on infrastructure and scaling these successful models across CUNY campuses aims to create a sustainable and supportive environment where more students can thrive and complete their degrees. The hearing underscored the necessity for continued investments in education, particularly for students facing financial barriers and those in marginalized communities, emphasizing that improving graduation rates is not just a goal but a vital social imperative for New York City (Source: https://youtu.be/G4ZDjjP62vQ&t=4217).
