NYC’s HIV Services Administration Tackles Staffing Shortages with New Hiring Push Amid Ongoing Challenges



The New York City Human Resources Administration (HRA) is actively working to address staffing shortages within the HIV/AIDS Services Administration (HASA), as discussed during a recent public meeting. HRA officials reported the hiring of 146 social workers since mid-2023, with plans to recruit an additional 64 case workers to better manage the needs of clients living with HIV/AIDS.

Despite the large-scale hiring efforts, long-standing staff shortages remain a point of concern, exacerbated by retirements during the COVID-19 pandemic. HRA has implemented measures, such as receiving an exemption from a hiring freeze, allowing for more flexible recruitment of case workers. However, challenges remain, including persistent vacancies in supportive housing units and complaints regarding inadequate case management support.
